Certification Preparation Guide

Use the Rulebook and Application Packet as the canonical sources for requirements.

Before submission

  1. Define the system or workflow scope that will be certified.
  2. Select the appropriate authority level based on scope and impact.
  3. Assemble documentation and evidence specified in the Rulebook and Application Packet.
  4. Confirm governance, controls, and operational artifacts align to the requested level.
  5. Prepare a primary contact and organization details for the application record.

Common failure points

  • Missing or incomplete evidence.
  • Scope statements that do not match submitted materials.
  • Attestations that are incomplete or inconsistent with documentation.

Certification applies only to the defined scope documented in the application and decision record.

Re-certification and Scope Expansion

Guidance on when to re-certify and how to expand scope.

Re-certification is required when material changes affect the certified scope, controls, or risk posture. Scope expansion applies when new systems, workflows, or authority levels are added to the certified scope.

Applicants must submit updated scope documentation and supporting evidence as required by program rules. Failure to report material changes or scope expansion may result in suspension or revocation.
